27 years have passed since Korea joined the International Labor Organization(ILO), but it is yet to ratify four of eight core conventions: freedom of association and protection of the right to organize convention(No.87), right to organize and collective bargaining convention(No.98), forced labor convention(No.29) and abolition of forced labor convention(No.105). President Moon Jae-in made an election pledge during the presidential election campaign last year that he will ratify all of the ILO core conventions.

In the seminar, FKTU president Kim Ju-young said that "It is necessary for the government to make commitments to the ratification of ILO core conventions and the improvement of the law and system in parallel." "I am looking forward to the practical realization of trade union rights for all to construct a society where labor is truly respected," he added.

KCTU president Kim Myung-hwan said that "A social debate for the ratification of ILO core conventions is not proceeding yet. He called on "the government to step up the ratification process to avoid the repetition of 27 years of waiting since Korea joined the ILO ."
