Seoul Mayor Park Won-soon announced on Jan. 24 that Traffic Broadcasting System(TBS) run by the Seoul Metropolitan Government will directly employ 259 out of 272 freelance, agency and subcontract producers, reporters and script writers by the first half of this year. The Seoul Metropolitan Government first of all plans to covert these contingent workers into directly hired contract workers who will become eligible for the legal protection as workers. Freelancers are not protected by the Labor Standards Act, since they are legally defined as the self-employed in the special forms of employment.

The Seoul Metropolitan Government also revealed the job regularization plan to make these directly hired contract workers permanent workers by phase through the recruitment processes, when TBS is transformed into an independent foundation by the first half of 2019. At the moment, 90.3% of the TBS workforce(447 out of 475 workers) are contingent or irregular workers.
