President Moon Jae-in promised in his election campaign that he would strive for a basic plan to establish a society where labor is respected through the creation of a "Korean model of social dialogue mechanism". This commitment appears at the beginning part of the "realization of a society where labor is respected" in his presidential election campaign labor platform. It aims to expand the participation of social partners including the Korean Confederation of Trade Unions(KCTU) and the agendas to discuss in the new social dialogue mechanism, and improve the dual labor market and reach a 'grand social compromise' for the preparation of the Fourth Industrial Revolution.

Although the new government has yet to unveil the concrete plans in relation to the social dialogue mechanism, there are confusions in defining the roles to be given to the Presidential Committee for Job Creation and the Economic and Social Development Commission(ESDC), both of which invite the participation of social partners.

Many experts express views that the new government should not hurry to reach a social accord only for the sake of the attainment of policy objectives, bearing in mind that the previous governments had experienced the repeated failures in advancing the social dialogue, due to the the government's coercive measures.
