The Korean Confederation of Trade Unions(KCTU) ended its annual congress without reaching a conclusion to participate in the Economic, Social and Labor Council(ESLC). KCTU held its annual congress on January 28 at the KBS Arena Hall in Gangseo District, western Seoul and discussed its pending participation in the social dialogue body. About 1,000 congress delegates debated three different amendments to the proposal for the KCTU’s participation in the ESLC and voted for the adoption of a resolution three times, but all the attempts were rejected by the congress delegates. After all, the KCTU annual congress was closed without reaching a conclusion at the dawn of January 29, nearly 10 hours after it had been convened. The original draft proposal to the participation in the ESLC was abrogated without further debates. Subsequently, KCTU president Kim Myung-hwan who has been supporting the social dialogue also faces a leadership crisis.
