Despite the rapid increase of the minimum wage this year, there was no mass layoffs of apartment security workers in Seoul. Only 169 out of 3,245 apartment complexes(5.2%) in Seoul reduced their security workers. 

On the contrary. 23 apartment complexes(0.7%) increased their security workforce, despite the rise of the minimum wage. The average number of security workers per apartment complex in Seoul was 7.37 workers as of January this year, down 0.09 from 7.46 workers. However, the worst is yet to come. It is because according to a survey conducted by the Seoul Labor Center, daily recess hours of apartment security workers in Seoul are found to be 7 hours and 57 minutes, increased by 38.7 minutes from the previous year.

The Seoul Labor Center on August 13 said that "the main reasons that mass layoffs of apartment security workers did not happen despite the hike of the minimum wage this year were due to the extension of recess hours and the government job stability fund." It advised that "as the job stability fund is a short-term policy and the extension of recess hours to keep the employment has reached the limit, it is necessary therefore to come up with the long-term improvement measures."
