It has been unfolded that the union-busting scenarios which had been rampant during the period of two administrations under former President Lee Myung-bak and former President Park Geun-hye are still threatening the activities of labor unions at the workplaces. Criticism has been raised, as the law enforcement is only slapping the offenders committing unfair labor practices on the wrists and it incites the union-busting crimes.

An allegation was made on August 8 that a cardboard manufacturing company located in Ansan, Gyeonggi Province is attempting to dismantle the labor union by means of recruiting a labor management specialist. According to the Gyeonggi Metal Local of the Korean Metal Workers' Union(KMWU), Kwangshin Panji(Cardboard) has allegedly been implementing a union-busting scenario by recruiting a new director in charge of the personnel management, when the labor union of the company had been affiliated to the KMWU in March this year.

There was an enterprise-based labor union in Kwangshin Panji which was established in 1988. However, when the union president who had been in the position for 18 years retired in 2016, he oddly submitted the dissolution of the labor union to the Ansan city government. But the union dissolution submission was turned down due to the fake documents.
