The Korea Gas Corporation(KOGAS) has requested the Ministry of Strategy and Finance(MOSF) to endorse 253 additional recruits to cut the work hours of the KOGAS employees and to create jobs for the youth, but the MOSF approved the KOGAS to recruit only 109 additional staff, which made KOGAS labor union react strongly against the MOSF's decision.

According to the government, 14 out of a total of 361 public institutions(3.9%) have made a request for the increase of employees in relation to the reduction of working hours in accordance with the implementation of 52-hour workweek(including 12 hours of overtime) on July 1. It is alleged that uncertain commitment of the government to the reduced workweek affected the public institutions to act passively.

The KOGAS chapter of the Korean Public Service and Transport Workers Union(KPTU) held a press briefing in front of the Government Complex-Sejong on Jun. 25. Having said that "the KOGAS has made a request to increase the facility operation staff members at the expense of incumbent workers' real wages in order to cut the working hours and expand the job opportunities", the labor union denounced that "the decision of the MOSF to increase 109 workers is the outcome of bureaucracy with turning a deaf ear to the needs of the workplace."

The labor union and management of the KOGAS had discussed the improvement of the work shift system for the creation of jobs for the youth ahead of the implementation of the reduced workweek commencing from July 1. They came to an agreement to make a request the MOSF to approve 253 new recruits to increase one more group of workers to make the current 4 groups 3 shifts system to the 5 groups 3 shifts system.
