The central government aims for a society with labor respected. Many people agree to the changes of local governments in order to take root a society with labor respected. It is meant that local governments should implement local specific labor policies, moving beyond the functions of the central government in executing the policies.

The forum jointly held by the Federation of Korean Trade Unions(FKTU) and Rep. Lee Yong-deuk of the ruling Democratic Party on the afternoon of May 16 at the FKTU Gyeonggi Office discussed the tasks lying before local governments to open an era of local governments.

Prof. Kim Sung-hee of Korea University pointed out that "Labor policies barely exist in local governments, due to the deep-rooted centralized system of government and centralized industrial relations system and poor status of local government's labor policies." "While the roles of the central government are based on the regulations, supervision and the operation of the universal systems, local governments are in charge of practical roles linked to the jobs such as the creation of jobs and improvement of vocational skills." He continued that "Local government should not limit their role to the policy implementation of the central government but establish local specific labor policies and employment strategy."
