Despite of the unfavorable weather with the announcement of a fine dust alert on Jan. 15, Sejongno Park located in central Seoul was filled with shouts of some 500 care workers assembled from all over the country demanding "the improved treatment for care workers and the establishment of the social service corporation". The rally was jointly organized by 14 care workers' trade unions and associations nationwide.

Following a recommendation made by the National Human Rights Commission for the improved treatment of care workers, from 2013 the Ministry of Health and Welfare(MOHW) began to pay 625 won(US$0.59) per hour within the limit of the monthly maximum amount of 100,000 won(US$94) to care workers, which in fact has become an allowance to make up for their wages.

However, on Jan.12, MOHW made an amendment on 'the notice concerning the long-term care benefit provision criteria and benefit cost calculation method' which contains the content that fees to improve the treatment of care workers shall be included in the elderly care insurance fees and lump sum payments for care services shall be made to care provider agencies. Care workers contended that "the amended notice provided a justification to cut down the fees which had been paid to the care workers for the improved treatment."
