Controversy arises when the Goyong City local government terminated the employment contracts of the fixed-term workers who were expecting the renewal of employment contract until next year.

According to the Goyang City local union of the Korean General Workers' Union, "three county offices in Goyang City did not convert the irregular workers to the regular ones nor did they renew the employment contracts, not in compliance with the central government employment regularization policy." The union called on Goyang City for the "extension of the contracts of the irregular workers facing the contract termination as planned by the central government".

Three county offices in Goyang City terminated the employment contracts of four case management workers on October 31, citing the expiration of the employment contract. The case management work identifies the welfare needs and provides the necessary supports to the needy. According to 'the guideline of the employment regularization in the public sector' unveiled by the central government, they belong to the category group to be converted to the regular positions.

An official of the Goyang City local government conceded that "they belong to the category group to be converted to regular workers," but said that "they were terminated due to the expiration of the employment contracts and it is only a recommendation that if the contract expiration date finishes before the establishment of the regularization deliberation committee, the contract shall be extended."

Goyang City has made public that it would shift 1,200 irregular workers to the regular ones until the end of next year, in support of the employment regularization policy of the Moon jae-in government. The union expressed concerns that six other case management workers whose contracts expire on November 30 might be also dismissed.
