October 31 was the last day for the parliamentary audit of the Ministry of Employment and Labor by the Environment and Labor Committee. It was anticipated that as the audit was to be concluded, the committee's inquiries would focus on the employment and labor policies of the Moon jae-in administration. However, the center stage of the audit was taken by a sexual harassment case occurred at a workplace employing less than 30 workers.

The committee lawmakers of the ruling and opposition parties alike were appalled at the lukewarm attitude of a CEO of a public institution in charge of the supervision that even though female workers were sexually harassed by clients and the superior at work, no follow-up remedy measures were taken, such as the separation of the perpetrator from the victims. A woman worker who attended the audit as a reference witness has been in tears during the inquiry.

The incidents happened at the 107 Relaycall, a call center for hearing-impaired and aphasic persons run by the National Information Society Agency(NIA) under the Ministry of Science and ICT(MOSIT). The operation of the center was outsourced to KTcs, an affiliate of KT.

Most of the call center workers are sign language specialists. They communicate with the disabled persons in hearing and speaking by means of videos and text messages. They deliver the voice messages translated from the sign language of the handicapped persons to the ordinary people, helping various inquiries, hospital reservations and even job searching. However, the incidents of sexual harassment kept on happening, as in some cases the handicapped clients exposed part of their body such as genitals during the video communications.

Hwang so-ra, Relaycall's local union leader of KT New Union attended the parliamentary audit as a reference witness at the request of Rep. Lee Yong-deok of the ruling Democratic Party of Korea and spoke out her case of sexual harassment happened during six months from December 2014 in tears, seemingly tormented by her bitter memories at the time.

According to the workers of the center, it is notorious that director of the 107 Relaycall often sexually harass female employees. Local union leader Hwang is one of the victims.

However, 107 Relaycall center and NIA did not take any concrete measures. They did not respond to the need of the prevention measures against the sexual harassment by clients. The center director only said, "Capture video calls." The center director who sexually harassed female employees was not reprimanded, working as if nothing happened. As a result, local union leader Hwang was diagnosed as mental depression and at the moment she prepares the application for the approval of industrial accident.

Rep. Lee Yong-deok who published a report on the mental health situation of 107 Relaycall center denounced Seo Byung-jo, Chief Executive Officer of the National Information Society Agency for his incompetence in addressing the case.

NIA CEO Seo Byung-jo responded that "The request for the inspection of the center made by center employees was transferred to KTcs and the improvement measures will be worked out within this year." Rep. Hong Young-pyo, chairman of the Environment and Labor Committee lifted up his voice for delayed responses taken by NIA and not separating the perpetrator from the victims. Seo refuted that it is delayed because "We are still investigating the case due to the different stances of the parties concerned."

Seo's remarks infuriated all members of the parliamentary committee, regardless of their belonging to the parties, claiming that "No sexual harassment perpetrator concedes the wrongdoing from the very beginning. Therefore, it is a basic process that the separation between the perpetrator and victims must be done, when the sexual harassment takes place."

Rep. Hong said that "The center director should be separated from the victims effective from this evening." and warned that "The committee will take necessary measures."

Labor Minister Kim Young-joo responded that "The Ministry of Employment and Labor received the complaint in relation to the sexual harassment in August this year and the case is currently under investigation." and "MOEL will transfer the outcome of the investigation to the Ministry of Science and ICT(MOSIT) and make a request for an overall audit of the center concerned."
