The Korean government introduced the voucher system for the delivery of four main social services such as supports to older persons, persons with disability, home care patients, mothers and infants in 2007. However, the care service charges have been set at below the rate that was allowed by the law. The care service charge in the social service vouchers delivery for persons with disability, for example, was fixed at 9,240 won(US$8.04) per hour by the Ministry of Health and Welfare this year that includes the care workers' wages, social insurance premiums and agency's operation costs.

Most of care service workers are thus paid lower than the national minimum wage. According to the 'Joint Action', the care service charge should be raised to 10,736 won(US$9.34) per hour in order to ensure the minimum wage to care service workers for persons with disabilities.
