When an in-house subcontracting precarious workers' union went on a strike for the demand of a wage hike and collective agreement, the principal contractor began the substitution production by replacing the striking workers with the managerial employees and short-term contract workers. The workers' collective action was virtually incapacitated by the principal contractor. Furthermore, as the subcontracting companies are unwilling to get involved in the talk with the union, the strike seems to drag out for long. This is the incident that took place at the Mando-Hella Electronics Co located in Songdo Free Economic Zone, Incheon City.

According to the KMWU's Incheon Local Chapter, the Mando-Hella Electronics Irregular Workers' Union Local went on a strike on May 30 demanding the negotiation for wages and collective agreement as well as the withdrawal of the personnel changes allegedly targeting union officers. The Mando-Hella Electronics uses 100% precarious workers in the production lines for the auto's sensors and electronic control units where 350 workers are arranged by two subcontracting companies.

The Trade Union and Labor Relations Adjustment Act prohibits the replacement workers for the striking workers. However, a loophole is found in the law that when subcontracting workers go on a strike, it is not against the law that the principal contractor replaces the striking workers with its managerial employees and short-term contract workers.
