KHMU demanded that the government should extend its financial support to 25% of the national health insurance funds and to strengthen the regulations on the private medical insurances for the establishment of adequate medical system. It also demanded that an annual limit for the medical charges per patient should be set at 1 million won(US$875) to make the society free from the worries of medical costs.

For the attainment of 'job revolution' and 'medical revolution', KHMU proposed the full implementation of the integrated nursing and caring service system and the standard manpower system for maternity protection, the creation of 500,000 jobs in in health and medical sector through the legislation of the Health and Medical Manpower Act, the recurrence prevention of Middle East Respiratory Syndrome(MERS) and ban on the excessive medical treatments, the improvement of distorted medical service delivery system, and the raise of national health insurance guarantee rate to 80%.
